It’s Time to RHOAR!
In February of 2019 the Appalachian Regional Council awarded the Fletcher Group a “Partnerships for Opportunity and Workforce and Economic Revitalization” (POWER) grant to create the “Recovery, Hope, Opportunity and Resiliency” (RHOAR) project. Partnering with other public, private, and nonprofit organizations, RHOAR was established to generate new recovery centers that will encourage Kentuckians to overcome addiction and achieve meaningful employment so as to contribute to their local communities.
Reflecting ARC’s committment to leveraging all available resources to promote a competitive and ready workforce, RHOAR bridges the gap between recovery and employment, driving economic growth by enabling the lasting abstinence and behavioral change that transforms lives and empowers communities.
RHOAR addresses the challenging issues of opioid abuse head-on by by helping establish additional recovery centers modeled after the successful Recovery Kentucky program Fletcher Group Founder Ernie Fletcher launched when governor of Kentucky.

Resources Now Available in Eastern Kentucky, Thanks to this Grant

Meaningful Employment
There’s no getting around it. Employment is as important to a sense of fulfillment and dignity as it is to financial independence.

Employer Recruitment
RHOAR helps develop educated, receptive employers willing to give those in recovery the chance to prove themselves.

Recovery Housing
Residents learn to cope with setbacks, develop life skills, pursue education, and work through interpersonal relationships.

Large Service Area
RHOAR is expected to serve 300 Kentuckians by leveraging $24 million in private capital plus $4.8 million other funding.

Steady Wins the Race
RHOAR takes a non-punitive, non-criminal approach that emphasize accountability over time (up to 24 months).

Structured Treatment
Including medicationS, treatment, second-chance job training, and placement based on interests and skills, plus record expungement.

Follow-Up Support
Includes all the “soft skills” needed to succeed: how to conduct an interview, how to dress, and how to behave on the job.

An All-Star Team
The Kentucky Community and Technical College System, Fahe, the Kentucky Housing Corporation, Recovery Kentucky, SOAR, and Operation UNITE.

Blended Funding
Including Low-Income Housing Tax Credits, Section 8 Housing Vouchers, Housing Trust Funds and Distance Learning Grants. and 50-plus local nonprofits.
