Recovery Housing Technical Assistance for HUD Grantees
The HUD Center of Excellence in Recovery Housing at the Fletcher Group was established through the U.S. Department of Housing and Urban Development’s Community Compass Technical Assistance and Capacity Building Program. Community Compass focuses on providing technical assistance and capacity-building innovations to assist HUD clients, including grantees, public housing authorities, and tribes. Managed by the Office of Technical Assistance, Community Compass takes an innovative and collaborative, outcome-focused approach very much in keeping with the Fletcher Group’s recovery ecosystem approach to recovery housing. The partnership between Community Compass and the Fletcher Group promises to make housing for those in recovery more effective, more affordable, and more accessible.
We Stand Ready!
As the “TA arm of HUD,” Community Compass defines technical assistance as the guidance needed to help grant recipients overcome a lack of specific skills or knowledge in order to better meet the needs of their communities. Organizations that have signed cooperative agreements with Community Compass are encouraged to explore training opportunities provided by the Fletcher Group to develop the expertise and capacity needed to design, implement, and administer effective and impactful HUD programs. Resources Now Available to HUD Clients, Thanks to This Grant

Community Compass
Recognizing that HUD’s customers often interact with a variety of HUD programs as they deliver housing or community development services, Community Compass brings together TA investments from across HUD program offices.
Activities performed under Community Compass include:
- Use of NAHASDA allocation formulas
- Needs Assessments
- Direct technical assistance and capacity-building
- Development of products and tools
- Self-directed and group learning
- Data reporting, analysis, and management

Fletcher Group TA
The Fletcher Group’s Best-Practice Technical Assistance includes:
- Project Management
- Needs assessments, strategic plans, and environmental scans that contain the tools needed for rapid implementation
- Program development and implementation emphasizing workforce development and recovery outcomes
- Assistance with training and programs that integrate healthcare and housing
- Project development, including finance, real-estate, site selection, and product delivery
- HMIS utilization and training to comply with HUD regulations
- Promoting connections and cross-sector collaboration
- Dissemination based on implementation science principles

The Fletcher Group’s rapid “demand-response” TA model is facilitated by highly trained and experienced Outreach and Engagement Specialists who serve as our “Boots on the Ground” in local communities wherever HUD grantees are at work.
