Major Grant Benefits Rural Communities from Coast to Coast
The RCORP Rural Center of Excellence on SUD Recovery at the Fletcher Group is a multi-state resource supported by the Health Resources and Services Administration of the U.S. Department of Health and Human Services. Active in all 50 states, our RCOE has recorded over 13,000 encounters with over 5,000 different partners and clients. Involved in nearly 60 different recovery housing projects, we have provided training for nearly 4,000 participants. We have also conducted nearly 20 different research projects resulting in 16 separate research publications.
Boots On the Ground
The Fletcher Group’s expertise in prevention, intervention, and recovery housing is promoted locally by Outreach and Engagement Specialists, many with lived experience who themselves reside in rural communities. To lower overdose fatalities, provide alternatives to jail for drug offenders, reduce recidivism, and promote health and well-being, our team of specialists identify local needs and assist in tailoring a response that’s most appropriate to each rural community.

Resources Now Available to Rural Communities, Thanks to this Grant
The Fletcher Group RCOE takes pride in meeting clients where they are, but our major benefits can be broken down into six categories.

Recovery Housing. Safe, stable Recovery Housing is an essential first step in any program seeking lasting recovery. No recovery program, no matter how well intended, can succeed without it.
Evidence-Based Treatment. We apply the latest recovery science, epidemiological data, and evidence-based practices to optimize your prevention, treatment, and recovery efforts.
Innovative Funding. Blended funding from existing sources can help you cover both construction and day-to- day operational costs. We can also help you partner with local courts and corrections facilities to ensure sustainability.
Peer-Driven Support. Peer support workers excel at leading recovery groups and training and mentoring as well as administration, supervision, community networking, resource development and public advocacy.
Meaningful Employment. We can work with you to accurately assess the vocational interests, passions, predispositions, knowledge, and skills of potential employees as well as develop the life skills and job training they need for meaningful employment.
Documented Outcomes. We can help you build systems to evaluate and quantify your outcomes, thereby providing the kind of documented return on investment needed to maintain the support of funders and policy makers.
As Directed, We Work Closely with Two Other RCOEs
As part of the Rural Communities Opioid Response Program, HRSA funds three RCORP-Rural Centers of Excellence on SUDs to support the identification, translation, dissemination, and implementation of evidence-based programs and best practices related to the treatment and prevention of SUDs in rural communities. Each RCOE has its own focus area, as described below.

The RCORP Rural Center of Excellence on SUD Prevention at the University of Rochester in Rochester, New York focuses on enhancing the integration of SUD/OUD into primary care practices and adapting evidence-based stigma reduction workshops at the individual, provider, and community levels.

The RCORP Rural Center of Excellence on SUD Treatment at the University of Vermont in Burlington, Vermont works to develop provider training and to enhance access to SUD/OUD services, including medication-assisted treatment and other services to treat co-occurring behavioral health disorders.

The RCORP Rural Center of Excellence on SUD Recovery at the Fletcher Group in London, Kentucky which works to research and expand access to high-quality, evidence-based recovery housing and recovery support services.
